First Ward Councilman
Councilman Neil Carroll is a dedicated public servant, educator, and community advocate who proudly represents the First Ward on the Bayonne City Council. First elected in a 2019 special election and reelected to a full term in 2022, Councilman Carroll is seeking reelection to continue delivering responsible, thoughtful leadership for Bayonne families.
Since taking office, Councilman Carroll has gained firsthand experience navigating the realities of municipal government and understanding what it takes to turn ideas into action. He believes effective leadership requires clear planning, strong communication, and the willingness to work with others to achieve real results for residents.
Affordable housing remains Councilman Carroll’s top priority. He believes Bayonne must move beyond talking points and toward concrete solutions—delivering meaningful affordability through policy that is backed by ordinances, resolutions, and accountability within city government.
In addition, Councilman Carroll has been a strong advocate for a thorough review of Bayonne’s zoning laws and master plan. He supports consistent zoning policies that provide clarity for residents, preserve neighborhood character, and promote responsible development. For the First Ward in particular, he is focused on maintaining its quiet, family-oriented feel and protecting the one- and two-family homes and generational history that make the community unique.
Councilman Carroll also believes Bayonne must strengthen its tax base with a more balanced approach, including bringing in service businesses and family-friendly entertainment options, rather than relying solely on residential development. As Bayonne continues to grow, he emphasizes the importance of smart transportation planning and responsible decision-making along key areas such as the Hudson-Bergen Light Rail corridor.
Outside of government, Councilman Carroll is a public school teacher who earned his Doctoral Degree in Educational Leadership. He brings both professional experience and a long-term commitment to public service, always working to ensure Bayonne remains a city where families can live, grow, and thrive.
